The Greeley City Manager is in charge of managing the departments within Greeley City Government that are tasked with overseeing administrative duties, and the departments which handle public services (Greeley Police Department, Greeley Fire Department, Public Works, and Water & Sewer). He works with Assistant City Managers I & II.
The Greeley City Manager is responsible for hiring and firing all of the heads of each department. Greeley City Manager is an appointed position. Greeley City Council is responsible for hiring and firing the City Manager.
Greeley operates with a council-manager form of government where the City Council is responsible for legislative actions and the City Manager is responsible for overseeing the City’s operations.[/vc_column_text][vc_empty_space][vc_column_text]Northern Colorado Women in Business members gather the first Wednesday morning of each month so we can continue to learn more about each other and our diverse businesses while enjoying an enlightening program, delicious breakfast, and powerful networking.
Our members select the topics (and often the speakers who presents the requested information at our workshops). These topics enrich our experiences and make us stronger more industrious business managers, employees and team members.
There are also months like this one, when we explore more serious topics such as recovering from a 15+ month pandemic. Like most business people in Greeley, we are interested in what Greeley leadership has done to help local businesses ride out the bumps and all the restrictions we have had to manage due to COVID 19.
So, you asked to hear from Greeley leadership and I reached-out to Roy with an invitation to come and bring us up-to-date on what has been happening to help local businesses “hang-on” and what is in our future.
Coming to speak to a herd of business women following a very challenging time for our community …and our world probably doesn’t come easy. The theme the City of Greeley had for the development of the 2021 Budget was being Responsive, Responsible and Resilient as they navigate the pandemic. Roy will share some specific examples of these efforts and what to look forward to in the future. We are blessed that this busy leader made time for us!

He graduated from Greeley West High School and went on to earn his Bachelor’s degree from Colorado State University. After completing his Master’s degree in Public Administration and working in Florida, Roy came back to Greeley in 2005.
He says: I decided I wanted to be a City Manager when I was just 14-years-old.”
Following this decision his life journey lead him to Greeley, Fort Collins, St. Petersburg, Florida (where he met and married his wonderful wife Sally) and then they returned to Greeley to ultimately serve his adopted home town as our City Manager.
Roy has a great sense of humor and posts a monthly online feature you won’t want to miss called: YOU OTTO KNOW! …which addresses a wide variety of interesting topics such as Greeley’s history (which you can once again learn more about by visiting Greeley’s museums and Centennial Village, as they are re-opened)!
I’ve truly enjoyed his recent video about Pickle Ball and the newest outdoor courts at Sherwood Park. If you haven’t tried this fabulous sport, which is a combination of tennis, ping pong and badminton, You really should see the video on the City Web Site!
Roy’s resume is vast and you might not be aware that he was a popular contestant at the Loveland Chamber’s Dancing With the Stars fundraiser a couple years back. I asked him if he would lead our 7th inning stretch and show us a few of his dance moves…but he bypassed that request!
